-Must be fluent in both English and Swahili, written and spoken
-Must be a holder of a current and valid certificate of
good conduct.
POSITION DUTIES:
MAJOR DUTIES: Serves as a general engineer
responsible for planning, scoping, coordinating, preparation of other
documentation, and assisting in local and international awarding of
architectural and engineering professional, and other contract services required
in the preparation of Scope Of Work (SOW)/Performance Work Statement (PWS),
plans, specifications, cost estimates, and design analyses by architect-engineer
(A-E) and other firms for new construction, rehabilitation, master plans and
engineering studies, professional services, and other similar service contract
for the Walter Reed Project in Kenya. Performance of duties requires a
professional knowledge and application of engineering and design principles and
techniques. In this capacity, incumbent must demonstrate and maintain extensive
knowledge of engineering/design costs, procedures, procurement relations and
negotiating techniques; local Kenyan and United States Government engineering
policies and regulations relating to the scope and complexity of the military
and Kenyan program; an understanding of mechanical, electrical, structural, and
architectural and civil engineering fields; ability to read and develop accurate
CAD Drawing layouts, assembly CAD drawings and details, take direction from
engineers and executives to research drawings, catalogs and sketches to develop
detailed dimensioned AutoCAD drawings, research and obtain standards and codes
required by client to develop CAD plans, review engineering CAD drawings prior
to the release; persuasive ability required in conferring with A-Es and other
contractors and mature judgment.
Develops Independent Government Estimates (IGE) and negotiates
with representatives (usually principals) of Architectural-Engineering firms
(A-E) and other firms for a variety of contracts or contract modifications for
the design of a wide range of projects which may contain diverse, complex,
and/or unconventional features in the local Kenyan, Military, Civil Works, Work
for Others (WFO),and Hazardous and Toxic Waste (HTW) Programs. Assigned projects
frequently contain complex technical requirements/features, are accomplished
under rigid time schedules, or are subject to unforeseen and unpredictable
changes in scope, cost limitations and functional requirements. Projects may
have unusual and/or special features which requires incumbent to analyze,
research, and identify the reasonable effort associated with the project. These
projects include, but are not limited to unique, complex, controversial, or
one-of-a-kind military or WFO facilities such as specialized medical research
facilities (including medical clinics and laboratories), electrical distribution
systems communication and computer facilities; BOQs; warehouses; multi-story
administrative and operational buildings; waste treatment facilities; and fast
tract traditional and special purpose facilities; and HTW projects characterized
by a wide variety of specialized treatment processes and sequences for the
remediation effort. Procedures differ according to the program being supported,
scope for each individual project and the various using service or customer
requirements. Applies a broad professional knowledge of the theories, concepts,
principles, methods, and practices of various architectural and engineering
disciplines to estimate the cost of design deliverables; and skill and tact, and
knowledge of contracting techniques, procedures and regulations sufficient to
enter into and successfully complete negotiations. Contract types include
indefinite delivery and firm fixed price contracts, as well as their delivery
orders and modifications overseen by United States Government Contracting
Agencies and firms. Incumbent works in close relationship and advisement with
the Walter Reed Army Institute of Research (WRAIR) Overseas Engineer and the
Kenya Medical Research Institute (KEMRI) Engineer.
(i) . Coordinates A-E selection, ensuring statutory and
regulatory procedures are met. Performs duties necessary for initiation of new
design/engineering projects. Serves as engineering and contracting specialist.
Develops Service Contract Requests, Contract Performance Work Statements (PWS),
independent government estimates, and other contract support documents. Reviews
authorization documents for technical/procurement adequacy. Determines
availability and applicability of standards and criteria referred to in the
directive, and initiates action to obtain criteria if not locally available.
Coordinates with in-house personnel to obtain information required for design;
schedules and conducts initial conference to gather all available information on
which to base designs. Through internal coordination, advises the Technical
Manager of any discrepancies of deficiencies in the proposed design. Analyzes
the technical requirements of the SOW and prepares an Independent Government
Estimate (IGE) of the professional architectural and engineering effort required
for reach required deliverable service. Also prepares the appropriate IGE for
all related modifications, as necessary. Estimates reasonable manhours for
different levels of professional and technical work classifications appropriate
for the complexity of the required services. Typical aspects include design,
drafting, construction estimating, specification writing, preparation of design
analyses, computer modeling, construction phasing, structural and interior
design, equipment installation, energy monitoring and control systems, field
work including facility as-built verification, topographic surveying, well
drilling, soil boring and sampling of substance soils and groundwater,
geophysical and aerial surveying, asbestos and other hazardous material
identification, flooding extent, and construction phase. Analyzes all submitted
price proposals, utilizing experienced judgment and knowledge of procedures and
technical methods required for preparation of drawings, specifications, design
analyses, estimates and other services. Analyzes, in conjunction with USAMRD-K
Logistics Chief, price proposals for compliance with requirements of SOW.
Evaluates proposed hours of effort, and levels of effort for the contractor and
consultants. Evaluates wage rates, overhead pool elements, hourly costs of
equipment proposed as direct charges which may also be seen as indirect charges
in overhead rates (e.g. computers, telephone, word processors, computer aided
design and drafting (CADD), vehicles and field equipment) in comparison with
average rates seen from other A-E firms in the same locality. Evaluates cost
allocability in accordance with Cost Accounting Standards. Evaluates profit
rates for A-E firms, consultants, and A-E profit on consultant and
subcontractor/supplier costs in comparison to rates calculated by the Weighted
Guidelines Method (WGM). On contracts involving design, calculates proposed
design effort costs and determines its percentage of the construction cost
limitation (CCL) for compliance with statutory limits. Analyzes differences in
proposed effort and levels of effort in the IGE. Where appropriate prepares
written technical analyses of proposed effort and levels of effort for
proposals. Uses technical analysis and pricing reports to prepare written
negotiation objectives for approval of the Contracting Officer. 40% %
(ii). Assists pre-negotiation conferences with USAMRD-K
Logistics Chief, A-E contractor, and, when necessary with technical personnel.
Provides instructions on procedures and criteria for A-E firm to follow in
preparing the fee proposal. Ensures that both parties have full understanding of
the SOW. Establishes dates for proposal submittal and final negotiations.
Prepares conference minutes for distribution to all concerned. If effort is
completely locally in Kenya, assists Logistics Chief in negotiations with
authorized A-E/contractor representatives (frequently includes senior management
officials) for a variety of services, design contracts and all subsequent
contract modifications. Defends the total and the various levels of effort
required to perform the required services, to include consultant effort, in
order to persuade the contractor to reexamine the fees (as well as those of
consultants) and to ultimately agree to a fair and reasonable fee. Assists with
negotiating a fair and reasonable price with the A-E firm insuring the
government receives the best possible value. Coordinates with USAMRD-K Logistics
Chief in requesting and assisting as necessary completion of audit and report.
Performs an independent cost and pricing analysis to determine reasonableness of
wage and overhead rates. If effort is completely locally in Kenya, negotiates
wage, overhead rates and man-hour effort with the A-E. Ensures adherence United
States Government and Kenyan regulatory and statutory requirements. 30%
(iii). Serves as Quality Assurance Evaluator (QAE). Develops
Quality Assurance Surveillance Plans, Performance Requirement Summaries,
checklists, and reports to assure the contractor's performance is in compliance
with the PWS requirements. Conducts analysis of goods and services received,
maintains records of the quality assurance actions and prepares memorandums for
record, recommendations and reports. Prepares requests for delivery orders, and
modifications to the contract. Coordinates requests for services with
contractors. Performs inspections to assure the contractor is completing work in
accordance with the PWS requirements, SOW and BOQ. Maintains records and files,
and documents discrepancies and other findings. Prepares surveillance forms and
reports for submission to the USAMRD-K Logistics Chief. Reviews customer
complaints and verifies that the contractor has resolved the issues, and
satisfied the customers' needs. Assures the contractor has provided required
submittals and deliverables prior to payment. Maintains effective working
relationships with various personnel in the assigned functional areas. Reports
all discrepancies and problems to the USAMRD-K Logistics Chief. 30%
PERFORMS OTHER DUTIES AS ASSIGNED.
NOTES
Incumbent will be required to drive a USG vehicle 15% of the
time and will maintain a current Kenyan driver’s license at all times. Incumbent
will be required to drive from Kisumu, Kenya to Kericho, Kenya daily if needed
to perform above duties.
Temporary Duty Travel (TDY) is required ten (10%) of the
duty time.
